Consultation description

Offender learning is vital within the offender skills and employment agenda. Together with the resolution of housing issues, it helps to reduce re-offending. Effective and relevant offender learning provision makes offenders more able to find work and less of a concern to the community.

In December 2006 we published ‘Reducing Re-offending Through Skills and Employment: Next Steps’. This set out actions to improve cross-government skills delivery and employment services, within the context of the criminal justice system, to reduce re-offending.

The review of offender learning will assess progress against the policy framework set out in the ‘Next Steps’ and make recommendations to make the arrangements more efficient and effective. The review takes full account of the earlier strategic review of employment services for offenders, and will inform the Ministry of Justice’s green paper setting out the proposed approach to sentencing and rehabilitation reform.
