Independent reviews of the postal sector

This section contains details of the two independent reviews of the postal sector and the universal postal service, chaired by Richard Hooper CBE. 

Richard Hooper made three recommendations - that Royal Mail should have access to private sector capital; the historic pension deficit in the Royal Mail Pension Plan should be resolved and the regulatory regime needed reform.  The Government agreed and introduced legislation to enable implementation of the recommendations.
