Cosmetic Products Safety Regulations
All cosmetic products supplied in the UK, whether for consumer or professional use, must comply with the Cosmetic Products (Safety) Regulations 2008 (as amended).
The Regulations require that finished cosmetic products must undergo a safety assessment by a suitably qualified person before they can be placed on the market.

The Cosmetics Directive on which the Regulations are based is updated periodically, reflecting changes to the prohibitions and restrictions on certain substances, and subsequent amendments to the Cosmetics Products (Safety) Regulations 2008 are available on the Legislation web-site.
The latest amendments are contained in the Cosmetic Products (Safety) (Amendment) Regulations 2010, available on the Legislation web-site along with previous amendments.

The Cosmetic Products (Safety) (Amendment) Regulations 2011 will come into force in early January. They allow certain hair dye substances previously temporarily allowed, on a permanent basis subject to restrictions, and ban the use of one, o-aminophenol.
